The Southbank precinct in Brisbane has a massive sandy beach water playground - right in the middle of the city and next to the river. It's really a fantastic place to explore with kids! Part of the area is set up as a beach complete with it's own Aussie lifeguards and there's Aquativity with lots of water features - just right for little ones to enjoy.
On the weekends there are great markets in the Southbank area and the Wheel of Brisbane runs everyday (think London Eye - only smaller!)
It's a great place to explore. Once you're done - follow the river up to the Queensland Musuem, Sciencentre, Gallery of Modern Art and the State Library - all of which have dedicated areas and activities for the kids.
